May 1st deadline extension: Local Laws 97, 84, and 88

If you're on a condo or co-op board in New York City, you already know this: May 1 is a big deal this year. Between Local Law 97, Local Law 84, and Local Law 88, there are major NYC building compliance reporting requirements your building needs to hit—and fast. But, the city has extended a grace period.
Here's what you need to know, so you can keep your building compliant and avoid unnecessary fines.
Local Law 97: Emissions reporting starts now
For the first time, buildings over 25,000 square feet must file an official emissions report for 2024. Your Registered Design Professional (that’s your engineer or architect) will submit it through the DOB's new BEAM portal.
While May 1, 2025, is the technical deadline, the city is offering a one-time grace period: as long as you file by June 30, 2025, you're safe from penalties. Need more time? You can apply for an extension until August 29, 2025—but it's not automatic, and missing the deadlines can trigger penalties of $0.50 per square foot, per month.
Local Law 84: Building energy benchmarking
Local Law 84 requires annual reporting of your building's energy and water usage—known as building energy benchmarking. This year, the compliance deadline has been extended to June 30, 2025. Even better: if you’re already filing under LL97, you can bundle your extension requests and keep things streamlined.
Local Law 88: Lighting and sub-metering upgrades
Local Law 88 requires upgrading lighting in commercial spaces and residential common areas by 2025. If your building falls under this law, you’ll need to submit a compliance report by May 1st.
For buildings subject to both LL88 and LL97, you can file everything together. But if you're only dealing with LL88, you’ll still have a grace period until June 30, 2025—with no option for a further extension.
What your board should do right now:
- Talk to your engineer or architect. Confirm they’re ready to submit through the BEAM portal.
- Check your energy data. Make sure your 2024 usage is complete and accurate in Portfolio Manager.
- Map your deadlines. Know exactly which laws apply to your building and when your reports are due.
- Apply for extensions early. Don’t wait—they’re not guaranteed.
