NYC's Local Law 97 reporting portal is now open

The carbon emission reporting portal for Local Law 97 is now available at DOB NOW. This new platform gives condo and co-op boards the tools needed to meet sustainability requirements and avoid penalties. The LL97 reporting process

Submitting carbon emission reports under LL97 requires planning ahead. The process involves multiple approvals, data verification, and processing times between different platforms.

Key steps for filing your report

Step 1: Submit your filing fee via DOB NOW

  • Standard filings cost around $210
  • Good faith effort reports may cost up to $950

Step 2: Upload energy data via Energy Star Portfolio Manager

  • Submit your building's energy consumption data
  • This will help benchmark your energy performance

Step 3: Complete your submission in the BEAM portal

  • After payment processing and data upload, submit your final report
  • BEAM updates overnight, so plan for this delay

Important compliance considerations

Make sure your information is consistent

When entering email addresses across platforms, include:

  • The owner (typically your board president)
  • The owner's representative (usually your property manager)
  • The energy service provider (consultant or engineer)

Filing deadlines and penalties

  • Primary filing deadline: May 1
  • Grace period extends to: June 30
  • Additional extension available until: August 29 (for a $60 fee)

Missing these deadlines can result in penalties of $0.50 per square foot per month.

Required documentation

You'll need to provide:

  • Building Block and Lot Number (BBL)
  • Building Identification Number (BIN)
  • Payment confirmation from DOB NOW

Condos and co-ops with energy efficiency upgrades need attestations signed by a registered professional.

Options for buildings exceeding emission limits

If your building exceeds carbon limits, consider:

  • Solar and co-generation credits
  • Beneficial electrification incentives
  • Carbon offset certificates at $268 per ton

After submission

The Department of Buildings will review your documentation and provide feedback through BEAM. Possible outcomes include:

  1. Compliance approval
  2. Non-compliance with penalties
  3. Non-compliance with a negotiated resolution
